Order Fulfillment: We take pride in shipping promptly and accurately. The majority of online orders will process for shipment within 1 business day after the order is placed. Processing time may take 1-2 additional days for some payment methods or high-demand products.
After processing, most standard ground parcel deliveries ship within 2-3 business days to destinations within the continental United States. Expedited shipping options are available at additional cost for faster delivery. Transit times vary by shipping carrier and destination.
Weekends, holidays, and inclement weather may also delay fulfillment and transit by 1-2 days in some cases. If we anticipate a longer than normal processing or transit time for your order, we will provide advance notice by email.
Shipment Confirmation: Once your order ships, we will send an email with carrier tracking information that you can use to follow the status directly on the carrier’s website. Please note that tracking information may not activate right away as it can take up to 24 hours for the carrier to scan packages into their system.
Lost or Delayed Packages: We guarantee delivery to valid addresses within the United States and Canada. If tracking shows no activity for 3-5 business days or longer past the expected delivery date, the package may be delayed or lost in transit. Please contact us so we can open an investigation with the carrier and, if necessary, process a replacement or reshipment.
International Shipping:
We are pleased to ship products internationally to most countries. Delivery times for international shipments depend on destination, customs clearance times, and other factors outside our control. We cannot guarantee specific delivery dates for international orders.
All shipments leave our U.S. location and may be subject to import duties, taxes, customs fees, or other charges upon arrival imposed by the destination country. It is the customer’s responsibility to pay all extra charges and comply with local import laws. Please contact your local customs office for details and regulations.
Shipping Restrictions: There are some products we cannot ship outside the United States or to P.O. boxes and APO/FPO military addresses due to carrier restrictions or export regulations. Please contact us if you need assistance determining if an item can ship to your location.
For some restricted products, we may be able to substitute a comparable item in your order that the carriers permit us to ship internationally. We reserve the right to cancel and refund any items in your order that violate export or shipping regulations.

Sales Tax: Online purchases are subject to sales tax in many states within the U.S. Applicable state and local taxes will calculated at checkout based on the shipping address and payment method. Taxes are remitted to the state annually as required by law.
Customers who are tax-exempt must submit exemption paperwork prior to purchase to waive sales tax at checkout. We do not collect sales tax on orders shipped outside the United States.
Shipping and Handling: A standard shipping and handling charge is added at checkout based on the order total and destination. This covers carrier costs to process, handle, and ship the order with our chosen delivery service to the address provided.
Free shipping is offered on orders over $100 within the continental U.S. For orders under $100, please refer to our Shipping Rate Chart for estimated delivery fees by location. Expedited shipping is available starting at an additional fee of $25.
Insurance: Packages are insured up to $100 in value by the shipping carrier in case of loss or damage during transit. For orders exceeding $500, we recommend you select our optional insurance upgrade at checkout to supplement the carrier’s coverage. Additional charges apply based on order value. Export Restrictions
Like most retailers, obdseo.com is subject to U.S. export regulations when shipping products overseas. Certain restrictions apply:
Export Licensing Requirements:
Some of the diagnostic tools available on our website are subject to Export Administration Regulations (EAR). This means we cannot ship them outside the United States without an export license issued by the Department of Commerce.
Items requiring a license include but are not limited to:
- OBD2 scanners and diagnostic software capable of accessing vehicle security systems
- Airbag reset tools and seatbelt tools
- Key programmers and tools for disabling immobilizers
- ECU chips, tuning devices, and power programmers
The export of these products from the U.S. without a license violates export control laws. Unfortunately, we do not hold any export licenses that would allow shipment of these restricted commodities internationally.
Other Products: We can legally ship many code readers, TPMS tools, battery testers, timing lights, and other diagnostic tools worldwide without an export license. International shipping restrictions apply mainly to products that could potentially access or disable security features and systems.
For orders containing both restricted and non-restricted items, we will remove the restricted products and ship any remaining eligible items internationally. We will cancel and refund payment for the products we cannot export.
Export Restricted Countries: In addition, U.S. regulations prohibit us from exporting any products to embargoed and sanctioned countries regardless of category. We cannot ship to the following destinations under any circumstances:
- Cuba
- Iran
- North Korea
- Syria
- Crimea region of Ukraine
We also cannot ship to any government officials or contractors located in Russia or Belarus pursuant to restrictions announced in 2022. Our website checkout system is programmed to block transactions from embargoed regions as well.

Using a Shipping Forwarder: Some international customers attempt to use a U.S. shipping forwarder service to bypass export restrictions. Please be aware this violates both export and shipping carrier regulations.
Diagnostic tools shipped domestically to a freight forwarder are legally obligated to then remain in the United States. Exporting them onwards still requires a export license. Circumventing transportation carrier restrictions also violates our terms of use.
We reserve the right to cancel and refund orders we believe are placed with a forwarding service in violation of export and carrier rules. Misrepresenting the destination or intended use of restricted commodities also carrys severe civil and criminal penalties under federal law.
Proper Export Documentation: To legally purchase restricted diagnostic tools for export from the United States, an interested customer or reseller must obtain an export license from the Department of Commerce and present it to us along with the order.
Alternatively, a qualified end-user can provide an official DSP-83 form declaring the stated intended use and end-user information. With proper documentation provided in advance, we can legally export an order containing licensed products.
